Roles & Responsibilities
-
Provide overall leadership and strategic direction of the Commission
-
Regulate, implement and ensure effective administration of EDHIC
-
Plan, coordinate and implement objectives and policies of the Commission and Board
-
Manage day-to-day operational activities of the Commission
-
Direct and supervise the staff working in the Commission and ensure staff have the required skills and competencies required to achieve the objectives of the Commission.
Monitoring & Enforcement Department
Roles & Responsibilities
-
Monitor and enforce compliance with the Commission’s Laws, Policies, and Operational Guidelines at all Accredited Healthcare Facilities on the Scheme.
-
Conduct Compliance Assessments, and fact-finding Activities to resolve complaints from stakeholders.
-
Conduct audits of policies, and compliance standards, including liaison with internal, and external auditors.
-
Advise Management on legal, social, and cultural implications of Health Insurance Implementation Policies, developed under the Health Insurance Scheme.
-
Advise Management on Risk Reduction Strategies.
-
Oversee the development of social health insurance policies, designed for Vulnerable residents in Edo State.
-
Monitor the level of success in the implementation of Health Insurance Policies in the Edo State.
-
Monitor the degree of productivity of members of staff at the departmental, and unit levels in the Commission.
-
Oversee the Commission’s compliance with professional memberships for employees.
ICT Department
Roles & Responsibilities
-
Development and maintenance of the commission’s database

Onboarding of enrollees, Corporates, aggregators and facilities
-
Production and encoding of identity cards for enrollees
-
Provision and maintenance of all information and communication technology, software and hardware of the commission
-
Overseeing the enrolment of beneficiaries of the scheme in collaboration with stakeholders
-
Generation of data for payment of capitation, planning and studies

Managing IT-related complaints for Health Service Providers
Admin-Human Resources Department
Roles & Responsibilities

Human resource management

Keeping personnel records

Keeping an inventory of all government properties

Development of the Commission's Manpower Plan

Evaluate staff training needs and develop Training Plan
Finance & Accounts Department
Roles & Responsibilities
-
Ensures adequate financial and accounting systems are in place and are receiving functional funds accruable to the commission
-
Making payments and preparing a report on expenditures and revenue to the Commission
-
Routine inspection of the books of account of the zonal offices of the commission to ensure revenue collected is appropriately accounted for and lodged in the right account
-
Management of finances and guiding the commission on financial expenditure, treasury circulars and adequate control of collection and disbursement of funds.

Development of the financial report of the commission at the end of each year
Health Services & Standards
Department (HSSD)
Roles & Responsibilities
-
Ensuring that all services provided under the scheme comply with the guidelines for the provision of such services as provided in the EDHIC guidelines
-
Development of standards and quality assurance protocols

Define standards according to guidelines and protocol

Claims management
-
Management of Pre-Authorization requests for secondary services
Department of Planning, Research & Statistics (DPRS)
Roles & Responsibilities
-
Provision of evidence-based data and information
-
Design and coordinate the execution of research projects, opinion poll and survey on the Commission’s policies and programmes.
-
Monitoring and Evaluation of internal and external activities of the Commission.
-
Oversee the development and review of plans, budgets, policies and other related documents.
-
Oversee the development of Key Performance Indicators (KPIs) and incentive systems for EDHIC Consultants, MDA aggregators and staff in collaboration with HR and the Accounts Department.

Conduct routine monitoring and supervisory visits to Health Service Providers (with Monitoring & Enforcement, HSSCM and ICT Departments)
-
Accreditation of Primary Health Care Facilities in collaboration with the NHIA and other stakeholders
Public Relations, Advocacy & Communication Department
Roles & Responsibilities
-
Design and implement program communication strategies.
-
Work with the program teams and local organizations to develop visibility and communications plans towards the goals of the Commission.
-
Work with the marketing team to develop communication materials such as brochures, newsletters, press releases and other publications in contribution to the organization's website and other updates.
-
Take an active role in leading and organizing media outreaches and public events including international celebrations and other programs organized by field teams.
-
Identify high-priority needs of the population requiring advocacy focus and intervention as it relates to health insurance.
Legal & Dispute Management Department
Roles & Responsibilities
-
Ensure that the business of the commission is conducted under the law establishing the commission
-
Review and analyse the legal risk involved in various deals
-
Management of disciplinary cases

Litigation management
-
Monitor and verify the corporate status of legal entities involved in any transaction with the commission
Business Development & Marketing Department
Roles & Responsibilities
-
Developing and executing marketing plans for the commission
-
Design of programs aimed at promoting the EDOHIS to improve uptake
-
Generate and invest revenue for the Commission
-
Develop sensitization/advocacy materials and public relations material (jingles, advertisement) in conjunction with the PR and Advocacy department
-
Develop proposals for the adoption of vulnerable by philanthropists
